19 of Medvedev's 21 victories have been achieved on hard courts
A revitalized the Russian player claimed his first title for 882 days with victory over opponent Moutet in the competition final.
The athlete, a ex- number one, has experienced a difficult year, managing just one match at the big events and suffering a difficult moment at the New York tournament.
Medvedev's varied form on the professional circuit - and issues with his serve in specific - resulted in him exiting of the top ten and ultimately parting ways with long-term coach Gilles Cervara.
Now collaborating with Johansson and his other coach, he has consistently advanced in the past month - culminating in a tightly fought competitive win over challenger Moutet.
This marks the player's maiden title after the Italian tournament and initial on a hardcourt since spring of that year.
The win also means Medvedev has won 21 victories at 21 various tournaments.
"For the first time I am participating in a tournament with my both daughters simultaneously, so to get a championship is really nice," commented world number 14 Medvedev.
"This title is in tribute of my younger daughter Victoria, because the initial championship I got when my older daughter Alisa was delivered was for her."
Medvedev, the past champion, had been defeated in his past six championship matches, including in Halle previously this season.
His defensive approach and frequent reactions on the playing surface had led commentators to doubt if his capacity to perform at the top level was over.
Yet the athlete has implemented adjustments in the past month, making an effort to approach the net and perform aggressively, supported by an enhanced serve.
The champion fought back from a disadvantage in the initial set against the challenging opponent, winning four of the last five points to take the lead.
The pair swapped break points in the second set before Moutet, striving for his initial tour championship, gained dominance to push for a final set.
Moutet rescued 4 early break points in a close final set before the Russian broke to 15 to serve for the match.
Appropriately, Medvedev earned the win with a rally at the net area, with the Frenchman failing to handle a return after over two and a half hours.
