UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent poll of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing financial challenges.”

Specific Cases of Proposed Disposals

One local authority in Kent said its property management strategy featured the disposal of a retail complex in a local town and a community venue in Rochester to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of councils will need to raise local levies next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils this week also found local finances being stretched by the growing number of children and adults needing special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The data underscores the extent of challenges facing municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study found.
